Abstract

Optimizing subject access to legal resources: EuroVoc and VocBench. Benefits of using multilingual controlled vocabularies and an open source collaborative tool for their maintenance

The Publications Office of the European Union is an interinstitutional office entrusted with the task of publishing EU law and publications in the 24 official EU languages. To face the challenge of publishing multilingual legal data, the Publications Office makes use of multilingual controlled vocabularies such as authority tables and the EuroVoc thesaurus. EuroVoc is a multilingual multidisciplinary thesaurus covering the activity fields of the EU institutions. It is expressed using the semantic web standards recommended by the W3C organization. Besides modelling flexibility and reasoning capabilities, these technologies also facilitate the alignment of EuroVoc with other thesauri and controlled vocabularies, such as national and domain-specific vocabularies. Authoring, maintenance and management of the EuroVoc thesaurus is performed using VocBench, an open source collaborative web platform for the development of thesauri, complying with the SKOS and SKOS-XL standards. Thanks to funding by the ISA2 programme of the European Commission a new major version of VocBench has been developed that will be available in Q3/2017.

مكتب المنشورات للاتحاد الأوروبي هو مكتب مشترك أوكلت إليه مهمة نشر قانون الاتحاد الأوروبي ومنشورات في 24 لغة معتمدة رسميا في الاتحاد الأوروبي . لمواجهة التحديات الخاصة بنشر بيانات قانونية متعددة اللغات يقوم المكتب بالاستفادة من الضبط الاستنادي المتعدد اللغات مثل جداول الاستناد و مكنز مفردات الاتحاد الأوروبي. مفردات الاتحاد الأوروبي هو مكنز متعدد اللغات متعدد التخصصات يغطي مجالات أنشطة مؤسسات الاتحاد الأوروبي. يتم التعبير عنها باستخدام معايير الويب الدلالي الموصى به من منظمة W3C. إضافة إلى مرونة تصميم النماذج (وضع النماذج- نمذجة) و إمكانات الاستدلال ، فإن هذه التكنولوجيا تسهل موائمة مفردات الاتحاد الأوروبي مع المكانز الأخرى و اللغات المقيدة . مثل المفردات الوطنية و التي تنحصر في مجال محدد. تم صياغة ، صيانة و إدارة مكنز المفردات الأوروبية باستخدام منصة المفردات Voc. Bench , و هي منصة تعاونية على الشبكة لتطوير المكانز مفتوحة المصدر متوافقة مع معايير SKOS Simple Knowledge Organization System و SKOS-XL . تم تطوير نسخة جديدة من منصة المفردات VocBench بتمويل من برنامج ISA2 التابع للجنة الأوروبية و سوف تكون متاحة في الربع الثالث من العام 2017.

Optimiser l’accès aux ressources juridiques: EuroVoc et VocBench. Avantages liés à l’utilisation de vocabulaires multilingues contrôlés ainsi que de l’outil de collaboration open source nécessaire à leur maintenance

L’Office des publications de l’Union européenne est un service interinstitutionnel chargé de diffuser la législation et les publications de l’Union européenne dans les 24 langues officielles de l’UE. Pour relever le défi consistant à publier des données légales dans des versions multilingues, l’Office des publications utilise des vocabulaires contrôlés multilingues tels que des tables d’autorité et le thésaurus EuroVoc. EuroVoc est un thésaurus multilingue et pluridisciplinaire couvrant les domaines d’activité des institutions européennes. Il est élaboré en utilisant les normes du web sémantique recommandées par le W3C. Outre la flexibilité de modélisation et les capacités de raisonnement, ces technologies facilitent également l’alignement d’EuroVoc avec d’autres thésaurus et vocabulaires contrôlés, tels que les vocabulaires nationaux et thématiques. L’élaboration, la maintenance et la gestion du thésaurus EuroVoc sont réalisés en utilisant VocBench, une plateforme web collaborative et open source pour le développement de thésaurus, respectant les normes SKOS et SKOS-XL. Grâce au financement par le programme ISA2 de la Commission européenne, une nouvelle version majeure VocBench a été élaborée (elle sera disponible au 3ème trimestre 2017).

Optimierung des thematischen Zugangs zu rechtlichen Ressourcen: EuroVoc und VocBench. Vorteile des Einsatzes von mehrsprachigen kontrollierten Vokabularen und eines quelloffenen kollaborativen Tools zu ihrer Pflege

Das Amt für Veröffentlichungen der Europäischen Union ist ein interinstitutionelles Amt mit der Aufgabe, Rechtsvorschriften und Publikationen der Europäischen Union in den 24 Amtssprachen der EU zu veröffentlichen. Um der Herausforderung der mehrsprachigen Veröffentlichung rechtlicher Daten gerecht zu werden, greift das Amt für Veröffentlichungen auf mehrsprachige kontrollierte Vokabulare wie Referenztabellen und den EuroVoc-Thesaurus zurück. EuroVoc ist ein mehrsprachiger multidisziplinärer Thesaurus zu den Tätigkeitsbereichen der EU-Organe. Er beruht auf den von der Organisation W3C (World Wide Web Consortium) empfohlenen Standards für das semantische Web. Die genannten Technologien ermöglichen nicht nur die Modellierung von Flexibilität und der Fähigkeit zu schlussfolgern, sondern erleichtern auch die Anpassung von EuroVoc an andere, etwa nationale oder themenbereichspezifische Thesauri und kontrollierte Vokabulare. Die Erstellung, Pflege und Verwaltung des Thesaurus EuroVoc erfolgt mithilfe von VocBench, einer quelloffenen kollaborativen Webplattform zur Entwicklung von Thesauri, die den Standards SKOS und SKOS-XL entspricht. Dank der Finanzierung durch das Programm ISA2 der Europäischen Kommission wurde eine neue Hauptversion von VocBench entwickelt, die im dritten Quartal 2017 zur Verfügung stehen wird.

Optimización del acceso por materias a los recursos jurídicos: EuroVoc y VocBench. Ventajas de la utilización de vocabularios multilingües controlados y de una herramienta colaborativa de código abierto para su mantenimiento

La Oficina de Publicaciones de la Unión Europea es un organismo interinstitucional encargado de publicar la legislación y otros textos de la Unión Europea (UE) en las veinticuatro lenguas oficiales de la UE. Para afrontar el reto de la publicación multilingüe de datos jurídicos, la Oficina de Publicaciones utiliza vocabularios multilingües controlados, como tablas de autoridades y el tesauro EuroVoc. EuroVoc es un tesauro multilingüe y multidisciplinario que abarca los ámbitos de actividad de las instituciones de la UE. Aplica los estándares web semánticos recomendados por la organización W3C. Estas tecnologías facilitan, además de la flexibilidad de modelado y las capacidades de razonamiento, el alineamiento semántico de EuroVoc con otros tesauros y vocabularios controlados, como los vocabularios nacionales y de ámbitos específicos. La creación, el mantenimiento y la gestión del tesauro EuroVoc se efectúa a través de VocBench, una plataforma colaborativa de código abierto basada en la web para el desarrollo de tesauros, conforme con los estándares de SKOS y SKOS-XL. Gracias a la financiación del programa ISA2 de la Comisión Europea, se ha desarrollado una nueva versión de VocBench que estará disponible en el tercer trimestre de 2017.
