Abstract

Perceived education and training needs for agricultural librarians and information personnel in the information communications technology (ICT) era; the case for Botswana, a developing country perspective

This paper seeks to look at the education and qualifications of agricultural librarians and information personnel in Botswana’s five main agricultural information sectors. It will also look at their perception of their training by their institutions and by themselves. Whether these institutions see a need to equip them with new skills for them to compete well and provide valuable information for the country’s economic development. Do the institutions and the government perceive them as an important link in the transmission of agricultural information? Botswana College of Agriculture Library (BCAL) which caters for students, teachers, lecturers, extension workers and farmers, and The Meat Inspection Training Centre (which is part of BCA and trains meat inspection personnel), Department of Agricultural Research (DAR for research scientists), The National Food Technology Research Centre Library (NFTEC), The Ministry of Agriculture, Agricultural Information Division which covers the ministry Library and Information Professionals, The Veterinary Science Laboratory Library (VET LAB). Using the survey research design and questionnaire and interview as the major data collection instruments, the three research institutions, one academic library, two institutional libraries are selected for the study. The findings will be presented in the form of tables, pie charts. The recommendations from the study will inform policy makers in making training decisions for agricultural information professionals as well as budgeting purposes. This can also be a wakeup call for the information professionals to realize what they need in order to serve their clientele well.

Percepción de las necesidades educativas y de capacitación de los bibliotecarios especializados en temas agrícolas y del personal de información en la era de las tecnologías de la información y la comunicación (TIC); el caso de Botsuana, la perspectiva de un país en vías de desarrollo.

Este trabajo intenta analizar el nivel educativo y los antecedentes académicos exigidos a los bibliotecarios especializados en temas agrícolas y al personal de información de los cinco principales sectores de información agrícola de Botsuana. También analizará su percepción acerca de la capacitación que pueden obtener por sí mismos y a través de sus instituciones. Se evaluará si dichas instituciones prevén la capacitación de dicho personal en nuevas habilidades para que puedan competir eficazmente y proporcionar información valiosa para el desarrollo económico del país. ¿Las instituciones y el gobierno los perciben como un vínculo importante en la transmisión de la información agrícola? La BCAL (Biblioteca de la Universidad Agrícola de Botsuana por sus siglas en inglés) es la que brinda servicios a estudiantes, docentes, académicos, trabajadores especializados y agricultores, el Centro de Capacitación para Inspección de Carnes (que forma parte de la BCA (Biblioteca de Agricultura de Botsuana por sus siglas en inglés) y capacita al personal encargado de la inspección de carnes), Departamento de Investigación Agrícola (DAR para científicos de investigación), el NFTEC (Biblioteca del Centro de Investigación Nacional en Tecnología Alimentaria por sus siglas en inglés), el Ministerio de Agricultura, la División de Información Agrícola que abarca a los Profesionales bibliotecarios y de información del Ministerio y a la VET LAB (Biblioteca del Laboratorio de Ciencias Veterinarias por sus siglas en inglés). Los principales instrumentos de recopilación de datos serán el diseño de investigación y el método cuestionario y entrevista y las tres instituciones seleccionadas para la investigación son una biblioteca académica y dos bibliotecas institucionales. Los resultados serán presentados en forma de tablas y gráficos de tortas. Las recomendaciones que surjan del estudio serán tomadas en consideración por los formuladores de políticas en la adopción de decisiones sobre capacitación de los profesionales en información agrícola y en cuanto a temas de presupuesto. También pueden servir como un llamado de atención para los profesionales de la información con el fin de analizar sus necesidades para prestar servicios eficientes a sus clientes.
