Abstract

Slovenian National Strategy of Open Access and Its Impact on Scientific Publishing of Primorska University Researchers’

In 2015 Slovenia accepted the document National strategy of open access to scientific publications and research data in Slovenia 2015-2020 (Strategy) which determines that each beneficiary has to ensure open access to all peer-reviewed scientific publications that refer to the results from the nationally funded research in the period from 2015 until 2020. The basis was The European Commission project which has set out mandatory open access to all peer-reviewed publications from co-funded projects in the Horizon 2020. The vision of the Slovenia is open access to scientific information from publicly funded research. Main goals of the Strategy are: 80% of scientific publications from nationally funded research, published in 2017, will be openly accessible in 2018 and all scientific publications from nationally funded research, published in 2020, will be openly accessible in 2021. We sent the questionnaire to all researchers at the Primorska University, to examine the vision and goals that were adopted with the Strategy. It was found that 67% of researchers were acquainted with the initiative on open access to scientific publishing, only a fifth of researchers knew about the Strategy and 60% of researchers have not yet published their work in open access. The results of the research showed that goals of Strategy in 2018 are unlikely to be achieved, because only a third of researchers at the Primorska University published through open access although their research is nationally co-funded. We intend to present the results of our research mostly in charts. Keywords: open access, scientific publishing, national strategy, Slovenia, University of Primorska Since 2008 Petruša Miholič works at the University of Primorska, as head of the academic library at the Faculty of Mathematics, Natural Sciences and Information Technologies. After graduating, she worked for one year in the academic library at the Biotechnical Faculty than seven years in the public library. This was followed by seven years working as head of the special library and publishing unit at the Slovenian National Institute of Public Health. From 2001-2010 she was the executive editor of Slovenian Journal of Public Health, from 2010-2011 the editor of the journal Annales kinesiologiae and since 2004 she is the executive editor of Bulletin: Economics, Organization and Informatics in Healthcare. Since 1993 she is member of the Association of Librarians of Slovenia and member of the Executive Committee of the Section for academic libraries. Title of her PhD was Scientific Publishing and the Use of Scientific Literature at Smaller Universities. She was a director of university library from 2012-2017.
