Abstract
The History of the Law for everyone
The access to information is a key factor in a society’s development, and it is within this context that the History of Law and Parliamentary Work section of the Department of Legislative and Documentary Services of the Library of the National Congress of Chile has been working to make accessible to all citizens the information on the congressman’s legislative work, primarily seeking for transparency between the Congress and the population, and consequently promoting knowledge and equity of people through the democratization of information. This paper seeks to present the project which has as its objective to make citizens aware of the points of view, contributions and debates of congressmen, by collecting all the reliable background of the establishment of the law, through the labelling of these documents such as, messages, motions, committee reports, discussions, official letters, among others, and the entry of specialized metadata, which allows to rescue and identify different types of information from these documents. On this process technology has a great importance, because it makes it possible to achieve the legislative information’s final offer, making it available on the internet, through an open and interoperable access system, having as a result the automation of legislative activity. The result of this project offers the user dynamic dossiers which allows the user to navigate in the history of the law, or the history of a particular article or a particular letter of a certain law, according to its preference, finding various alternatives for navigation and search within an Akoma Ntoso format, XML standard that allows the representation, reuse and exchange of legislative, legal and parliamentary documents, format which is widely used by many countries around the world.Historia de la Ley al Alcance de Todos
El acceso a la información es un factor determinante en el desarrollo de una sociedad, y es en este contexto que la Sección Historia de la Ley y Labor Parlamentaria del Departamento de Servicios Legislativos y Documentales de la Biblioteca del Congreso Nacional de Chile, ha estado trabajando para poder hacer accesible y gratuita a todos los ciudadanos la información relativa a la labor legislativa de los parlamentarios, buscando así, fundamentalmente, la transparencia entre el Congreso Nacional y la población, propiciando consecuentemente el conocimiento e igualdad de las personas mediante la democratización de la información. Es por ello que queremos presentar este proyecto, cuya finalidad es que la ciudadanía se interiorice de las posiciones, aportes y debates de uno u otro representante, mediante la recopilación de todos los antecedentes fidedignos del establecimiento de la ley, a través del marcaje de documentos relevantes, tales como, mensajes, mociones, informes de comisión, discusiones, oficios, entre otros, y el ingreso de metadatos especializados, que permiten rescatar e identificar distintos tipos de información de estos documentos. Gran importancia tiene en este proceso la tecnología, ya que a través de ella se logra la oferta final de la información legislativa y que se encuentra disponible en la web, a través de un sistema de acceso abierto e interoperable, que permite la automatización de la actividad legislativa. El producto final es la oferta de dossiers dinámicos que permiten al usuario la navegación de la historia de la ley, o de un artículo o letra en particular de una determinada ley, según su preferencia, encontrando diversas alternativas de navegación y búsqueda, dentro de un formato Akoma Ntoso, estándar XML que permite la representación, reutilización e intercambio de documentos legislativos, jurídicos y parlamentarios, formato que en la actualidad marca ele estándar en el procesamiento de información de esta naturaleza.| Item Type: | Conference or Workshop Item (Paper) | |||||||||
