Abstract

Risks and benefits of visibility: librarians navigating social and political turbulence

The deliberate burning of libraries is nothing new, but it seems surprising that such incidents have also occurred in Western democracies such as France, where attacks on 70 libraries have led to scholarly reflection. In South Africa similar cases have occurred. What does this say about community perceptions of libraries and the response of the library profession? The burning down of a library is shocking because it is unusual and unexpected. Mostly libraries are not very newsworthy. In some countries they are largely invisible. In others they may be valued community agencies that are taken for granted and only attract public attention when they are threatened by cutbacks or closures due to government austerity measures, or when things go badly wrong. The visibility and invisibility of libraries in the political arena confer risks as well as benefits. This paper, which is intended as an introduction to the session of the Section of Library Theory and Research on “Libraries in the political process: benefits and risks of political visibility”, explores some aspects and implications of the visibility and invisibility of libraries in the political space. As a framework for this discussion I suggest that libraries in various countries can be conceptualized as being located in the political space on a continuum, from invisible to highly visible, on which I attempt to situate the risks of visibility and invisibility before I superimpose on it some generalized observations on how librarians see themselves and their institutions in relation to the communities and societies they serve. I conclude that the risks of invisibility outweigh those of visibility. But this is not be weighed mechanically. The critical thing is the political awareness, engagement and commitment of the profession. Librarians should not seek to evade troubling questions by taking refuge in “neutrality”, technology and managerialism.

Les risques et les avantages liés à la visibilité: quand les bibliothécaires traversent un mouvement social et politique

semble surprenant que des tels incidents se sont produits également dans les démocraties occidentales comme la France. Ici les attaques des 70 bibliothèques ont mené les chercheurs à des réflexions à ce sujet. En Afrique du Sud des cas semblables se sont produits. Qu'est-ce que ce type de comportement peut nous dire sur les perceptions de la communauté à l'égard des bibliothèques et sur la manière dont réagissent les professionnels de ce domaine ? Le phénomène de destruction des bibliothèques par incendie est choquant car il est inhabituel et inattendu. Généralement, les bibliothèques ne présentent pas trop d'intérêt médiatique. Dans certains pays elles passent en grande partie inaperçues. Dans d'autres pays elles sont considérées en tant qu'organismes communautaires jugées comme allant de soi et attirant l'attention qu'au moment où elles sont menacées par réductions ou fermetures à cause des mesures d'austérité prises par le gouvernement. La visibilité et l'invisibilité des bibliothèques sur la scène politique comportent des risques et des avantages. Cet article, qui a pour but d'introduire la session de la Section of Library Theory and Research sur «Les bibliothèques engagées dans la politique : avantages et risques liés à la visibilité politique» traite quelques aspects de la visibilité des bibliothèques dans l'espace politique. Pour poser le cadre de cette discussion, je suggère que les bibliothèques de différents pays soient conceptualisées comme étant dans un espace politique situé sur un continuum. Ce continuum est construit selon le critère de visibilité sur une échelle de l'invisible à très visible. Sur ce continuum j'essaye de situer les risques liés à la visibilité et à l'invisibilité avant de réunir quelques observations généralisées au sujet de comment les bibliothécaires se voient eux-mêmes et leurs institutions dans la relation avec les communautés et les sociétés dans lesquelles ils travaillent. Je conclus que les risques de l'invisibilité emportent sur ceux de la visibilité. Mais cela ne se calcule pas mécaniquement. L'essentiel consiste dans la sensibilisation politique, l'engagement et la participation des professionnels. Les bibliothécaires ne devront pas essayer de s'échapper à des questions troublantes en se réfugiant dans la «neutralité», la technologie et le management.
