Since immediately after the earthquake, the importance of passing on this historical experience to future generations has been pointed out in Japan and overseas. The Japanese government announced its basic policy towards the recovery from the earthquake. This policy pointed out the need to develop a system to collect, preserve and give access to records and lessons of the earthquake, tsunami and nuclear disaster. Based on such a national policy, the National Diet Library (NDL) has been working on the development of “The Great East Japan Earthquake Archive Project” to collect, preserve and give access to the information related to the earthquake for Japan as a whole. 
In order to promote this project, the NDL drew up “The Great East Japan Earthquake Archive Action Plan” on July 2012. The NDL needs to deal with diversified digital contents such as
moving images, sound recordings, SNSs, e-books, e-magazines, fact data, broadcasts etc. in the archive. There are many challenges to overcome, because librarians in general do not have the experience and expertise to collect, organize and preserve these contents. The challenges are not only for the NDL but also for the archive institutions in the world.

Desde que se produjo el terremoto, la importancia de transmitir esta experiencia histórica a las futuras generaciones de Japón y del exterior adquirió especial importancia. El gobierno japonés anunció su política básica tendiente a la recuperación luego del terremoto. Como parte de esta política, se hizo hincapié en la necesidad de crear un sistema para recopilar, preservar y brindar acceso a los registros y lecciones del terremoto, tsunami y desastre nuclear. Sobre la base de dicha política nacional, la Biblioteca Nacional de la Dieta (NDL por sus siglas en inglés) ha estado trabajando en el ""Proyecto del Archivo del Gran Terremoto del Este de Japón"" para recopilar, preservar y brindar acceso a la información relacionada con el terremoto a Japón en su totalidad. Para promover este proyecto, la NDL elaboró un “Plan de Acción para la creación del Archivo del Gran Terremoto del Este de Japón” en julio de 2012. La NDL necesita abordar en el archivo diversos contenidos digitales como imágenes en movimiento, grabaciones de sonido, Servicios de Redes Sociales, libros electrónicos, revistas electrónicas, datos de hechos y transmisiones. Existen muchos desafíos a superar ya que los bibliotecarios en general no tienen la experiencia y los conocimientos necesarios para recopilar, organizar y preservar estos contenidos. Los desafíos no son sólo para la NDL sino también para las instituciones de archivo a nivel mundial.
