abstract: Between 1975 and 1987 the Netherlands library system was characterized by a large grow of public libraries and membership. A great number of children became member because of the fact that finally library membership was free of charge. Each municipality was forced by the law to open and support a public library. In those days LIS education was organized by a few Library and Documentation Academies where they taught librarianship for public libraries, school libraries, children libraries and libraries for other kind of institutions.
It was a HBO education (Higher Professional Education), university studies did not exist. At the end of the 90’s the LIS education changed as almost all HBO education types needed to change, merge into larger institutes and more general education. The Public library area got lost more and more while the focus was more and more on information technology.
At the same time the library organization in the Netherlands changed. The differentiation in tasks between librarians and administrative employees was formalized in front and back office duties. The administrative employees whom lacked a LIS education were more or less pushed into taking care of readers advisor jobs and similar activities. The back office team took care of developing programs that front office needed to perform.
In this transition time several new forms of training staff were developed.
The ins and outs of those classes, training programs will be presented in this paper.
abstract: In den Jahren 1975 bis 1987 zeichnete sich das Niederländische Bibliothekssystem durch einen enormen Zuwachs an Öffentlichen Bibliotheken und Bibliotheksbenutzer/innen aus. Eine große Zahl Kinder wurden Büchereimitglied dank der Tatsache, dass die Mitgliedschaft nun kein Geld mehr kostete. Jede Gemeinde wurde gesetzlich verpflichtet eine Öffentliche Bibliothek einzurichten und zu unterhalten. Früher wurde die LIS Education (Library an Information Science Education) von ein paar wenigen Library and Documentation Academies übernommen, in denen Bibliothekswesen für Öffentliche-, Schul-, Kinder- und alle möglichen Spezialbibliotheken unterrichtet wurde.
Es handelte sich um eine HBO education (Higher Professional Education), ein Universitätsstudium existierte nicht. Ende der 90er wandelte sich die LIS Education so wie fast die gesamte HBO -education-Landschaft, indem sie zu größeren Institutionen mit einem umfassenderen Verständnis von Erziehung zusammenwuchs. Der Bereich Öffentliche Bibliotheken verschwand mehr und mehr aus dem Bewusstsein, während sich der Fokus immer deutlicher auf die Informationstechnologie legte.
Zur gleichen Zeit veränderte sich die Struktur der Bibliotheken in den Niederlanden. Hatte man zunächst zwischen bibliothekarischen Tätigkeiten und Tätigkeiten für Angestellte aus dem administrativen Bereich unterschieden, gab es nun offiziell eine Aufteilung in Aufgaben im Publikumsverkehr und eher kundenabgewandten Tätigkeiten. Die administrativen Angestellten ohne LIS education wurden in den Infodienst und ähnliche Tätigkeitsfelder gedrängt. Das Back Office Team kümmerte sich darum Konzepte auszuarbeiten, die dann vom Front Office realisiert wurden.
In dieser Übergangszeit wurden verschiedenste neue Formen der Mitarbeiterausbildung entwickelt.
Die genaueren Einzelheiten der Weiterbildungsprogramme werden in diesem Artikel vorgestellt.
abstract: كانت الزيادة الكبيرة في عدد المكتبات والعضويات بها سمة النظام المكتبي في هولندا بين عام 1975 و1987، فقد انضم إليها عدد كبير من الأطفال حيث أصبحت العضوية أخيرًّا مجانية. وأُجبرت كل مدينة بموجب القانون على فتح ودعم مكتبتها العامة. وفي تلك الآونة كان عدد قليل من كليات المكتبات والتوثيق هو القائم على تنظيم تعليم علوم المكتبات والمعلومات حيث تُدرس أمانة المكتبات العامة والمدرسية ومكتبات الطفل ومكتبات الأنواع الأخرى من المؤسسات.
وكان ذلك في صورة التعليم التخصصي العالي (HBO) فلم تكن هناك دراسات جامعية في هذا المجال. وبنهاية مرحلة التسعينيات تغير تعليم علوم المكتبات والمعلومات مثله مثلما احتاجت كل أنواع التعليم تقريبًّا إلى التغيير والاندماج في مؤسسات أكبر وتعليم أكثر عمومية وشمولية. وهنا ضاع مجال المكتبات العامة أكثر بينما ذهب التركيز أكثر وأكثر لتكنولوجيا المعلومات.
في الوقت ذاته، تغيرت المؤسسة المكتبية في هولندا. وصيغت التفرقة جيدًّا بين مهام المكتبيين والموظفين الإداريين في مكاتب الواجهة والمكاتب الخلفية. أما المكتبيون الذين تنقصهم دراسة علوم المكتبات والمعلومات فيتولون تقديم الخدمات الاستشارية للقراء وما شابهها من الأنشطة. بينما يتولى فريق العمل في المكاتب الخلفية وضع البرامج التي يحتاجها عمل مكاتب الواجهة.
وطُورت في هذه المرحلة الانتقالية العديد من أشكال تدريب العاملين، وستُعرض بواطن وظواهر هذه التدريبات في بحثنا هذا.
abstract: В период с 1975 по 1987 гг. для библиотечной системы Нидерландов было характерно увеличение числа публичных библиотек и библиотечных пользователей. Из-за того, что посещение библиотеки, наконец, стало бесплатным, пользователями стало и большое количество детей. Каждое муниципальное правительство обязали открывать публичные библиотеки и оказывать им поддержку. В то время образование библиотечного и информационного специалиста (LIS) можно было получить всего в нескольких Академиях библиотечного дела и документоведения, которые готовили библиотекарей для публичных, школьных, детских и других библиотек.
Это было высшее профессиональное образование, университетского библиотечного образования тогда не существовало. В конце 90-х система обучения библиотечных и информационных специалистов претерпела изменения, как и все высшее профессиональное образование, которое вошло в состав более крупных образовательных учреждений. Из-за перехода к информационным технологиям публичные библиотеки стали терять свои позиции.
Одновременно подвергся изменениям и принцип организации библиотек в Нидерландах. Дифференциация задач библиотекарей и сотрудников администрации была формально закреплена в разделении на отдел обслуживания и административную службу. Сотрудникам без библиотечного образования в той или иной степени пришлось стать экспертами по чтению. А сотрудники административной службы занимались разработкой программ, которые отдел обслуживания должен был реализовать.
В этот период перемен возникли новые формы обучения сотрудников.
Детали этих тренингов и программ будут рассмотрены в данном докладе.
abstract: Entre 1975 et 1987, le réseau des bibliothèques néerlandais a été marqué par une large croissance des bibliothèques publiques et de leur nombre d’abonnés. La gratuité des bibliothèques a notamment permis à un grand nombre d’enfants d’y adhérer. Une loi a obligé chaque municipalité à ouvrir et à prendre en charge une bibliothèque. A cette période, l’enseignement des sciences de l’information et de la bibliothéconomie a été organisé par plusieurs Académies des Bibliothèques et de la Documentation, dispensant des formations aux bibliothèques publiques, scolaires, aux bibliothèques destinées à la jeunesse ainsi qu’à celles d’autres institutions.
Il s’agissait alors d’Enseignements Professionnels Supérieurs (HBO), les études supérieures à l’université n’existant pas encore. A la fin des années 1990, la formation en sciences de l’information et en bibliothéconomie changea, en raison de la réforme des HBO, qui fusionnèrent pour devenir de plus grandes institutions, dispensant un enseignement plus général. Le secteur des bibliothèques publiques fut progressivement mis de côté, au profit de l’étude des technologies de l’information.
Au cours de la même période, l’organisation des bibliothèques aux Pays-Bas évolua. La répartition des tâches entre les bibliothécaires et le personnel administratif fut formalisée par l’attribution de temps de service public et de travail interne. Le personnel administratif, manquait de qualification en matière de sciences de l’information et en bibliothéconomie. Ce personnel fut progressivement amené à conseiller les lecteurs. L’équipe de travail interne était quant à elle chargée de développer les programmes destinés au service public.
Au cours de cette période transitoire, de nouveaux types de formations se sont développés.
Les tenants et les aboutissants de ces formations seront présentés dans cette communication.
